Hey guys! This is my first post here since I joined 2 days ago. I've done some looking around and haven't found much help specifically for Necromesmers. My guy (Kurrok Orannis) is level 20 but hasn't gotten far enough to get the extra 30 attribute points.
Here are his stats as of now.
9 Illusion Magic
8 Blood Magic +1 +1
10 Death Magic +1
3 Soul Reaping
490 Life and 42 Energy. Wearing Krytan Armor.

I made this set up as a life drainer, many of the skills cause health degeneration. I've only one Elite Skill (Migraine) which I use.
He is using these following Skills, Migraine, Conjure Phantasom, Life Siphon, Putrid Bile, Rotting Flesh, Snowstorm, Deathly Swarm, and Putrid Explosion.

It's been pretty effective, but I'm trying to build something more consistent. If it changes anything, I usually play with my brother who is currently working on a Barrage build for his Ranger.

Well, while everybody will advise against it in general, if you want to focus on Life Stealing, you'd be better off dropping the Mesmer lines and Death Magic and re-focusing your attributes on Blood Magic and Soul Reaping.

Get hold of Life Transfer (an easy cap IIRC), slot Life Siphon and between those two you'll have maxed out your potential for DoT life drain (degen/regen pips for health are capped at 10 max at any one time). If you then include Necrosis on your bar, and Signet of Lost Souls, you'll have some half-decent spike or single target damage capability, aswell as solid energy management.

Alternatively you could use Feast of Corruption for a strong instant AoE life drain, though that wouild require speccing into Curses instead of Blood Magic (albeit most people will tell you that Curses overall is a better line than Blood Magic anyway). It's also a pretty hard skill capture to make.

Then you could fill out the rest of your bar with whatever else you wanted; If you do go the Blood Magic route, and you play with a Barrage Ranger, it'd be worth looking into filling out the other 4 slots on your bar with skills that support that build well; Such as Blood Bond, Order of Pain, Order of the Vampire. If running Curses instead of Blood Magic, useful skills to bring include; Barbs, Mark of Pain, Weaken Armor, Rigor Mortis or Defile Defenses.

Enchantment Removals tend to be handy to help out physical fighters aswell, in addition to possibly looking into more support skills for physical fighters from the Monk or Ritualist professions should you wish to change your secondary.

It also goes without saying; You should look into acquiring those additional 30 attributes points as soon as possible. Telling us your armour skin also doesn't help too much; You can get pretty much any armor skin in the game with max AL, but as a Necromancer you are looking for armour with an armour rating of 60 per piece for max armour, that can take Runes and Insignias to further increase armour, health, or energy (aswell as a special Rune for Necromancers that lets you exploit Corpses 20% faster).

I would help if we had your home campaign, based on what you did give, I'm guessing Proph.

Right now you are spread way to thin, and based on what you have I'm guessing you have energy problems.

Massive degen sounds good in theory, but I bet most of the time you're waiting for energy and skill recharge.

Get back to LA and then go to Beetletun, and buy arcane echo, then go with the assuran skill pain inverter. Just before the fight cast archane echo, then PI the recast PI on someone else.

Here's what I recommend you use: Pain inverter, arcane echo, insidious parasite, energy tap (because you'll be low on energy by now) parasitic bond and ether feast for healing, ebon vanguard assassin support (because an extra guy is always helpful) and res sig. Regardless of you home campaign all the skills are available early on. Mark of pain is a good skill and if you want you can replace arcane echo with it for a good resemblance on spiteful spirit (which I suggest you get when it become available).

12 curses+1+2 (major rune)
10 soul reaping +2 (major rune, because minor rune is way too much)
4 inspiration

Okay, if I knew which campaigns you had, this would be more help. I agree with everyone else, don't spread attributes so thin and focus on soul reaping and blood magic exclusively. I would recommend getting life transfer as an elite and using skills like blood drinker, vampiric gaze and awaken the blood. If you really want to use that Mesmer second profession, maybe get barbed signet and use epidemic with it (which has no attribute) to give all of your nearby foes bleeding. Anyways, good luck!

My only Elite is Migraine and I have a Wailing Wand, and a Hale Accursed Staff of Valor.

I went for the Build that Markaedw brought up because I had more of those skills available to me than the other. Not quite finished with it, so I am fairly flexible on my builds. Keep the ideas coming! I appreciate them all!
